a. Support to the payment of land leasing and land using for:
- It encourages investment projects in infrastructure BO in areas of non-tarriff, Post-port Service, Industrial Zone, Urban Zone, Tourism, Sea port, etc.
- Projects that invest in public technical infrastructure, construction works and services in Vung Ang Economic Zone and Industrial Zones in areas of especially difficult socio-economic conditions shall be entitled to free land rental or free land use fee on the entire project area and for the project implementation life.
- Land for building dormitory for workers working for the projects and enterprises in Vung Ang Economic Zone and Industrial Zones which have been approved by authorised organs shall be entitled to free land use fee and free land rental for the entire project implementation life.
- Those who subjected to pay land rental in Vung Ang Economic Zone and in Industrial Zones of the area with difficult or especially difficult socio-economic conditions shall be exempted from the rental for 11 or 15 years basing on the project's location and features, starting from the valid date of the land leasing contract.
- Those who subjected to pay land rental in the Industrial Zones in the rest area of the province shall be exempted from the rental for 03 or 07 years basing on the project's features, starting from the valid date of the land leasing contract.
- Maximum duration for land leasing is 70 years. Leased land area is based on actual demand of each project.
b. Support to compensation to damages, site clearance and resettlement.
- The Provincal People's Committee takes the responsibility to direct, organise the site clearance and site handing over in accordance with the progress of the project.
- Projects invested by organisations, individuals in Vung Ang Economic Zone and Industrial Zones allotted land by the government which are subjected to pay land use fee and land leasing rental, shall be responsible for paying all cost of compensations to damages and resettlement in advance. This amount shall be deducted from the amount of land rental and land using fee to be paid to Government budget.
- Projects invested by foreign organisations, individuals as well as overseas Vietnamese in Vung Ang Economic Zone and Industrial Zones shall not have to pay for the compensation, site clearance and resettlements. In order to speed up the project's progress, they are encouraged to pay all cost of compensations, site clearance and resettlement in advance. This amount of money will be deducted from the amount of land leasing and land using fee to be paid to Government budget.
c. Support to technical infrastructure.
- The Government shall support the construction of technical infrastructures outside the fence of functional areas and the construction of concentrated solid waste and waste water treatment center of functional areas.
- Investors who invest for infrastructure business inside the functional areas shall be supplied with electricity, water and shared infrastructure of traffic, water supply and drainage within the fence bounded functional areas.
d. Support for labour training.
- Those who take part in the management capacity building courses for business managers, such as: business administration, business strategy building, technical management, human resouces management, finance and accouting, negotiation and contracting skills, presentation and leadership skills, product quality management, information tecnology application, development of new products, development of new market, shall be supported at most VND 1 million/person/course.
- As for skill improvement courses for enterprise workers and employees, the Provincal People's Committee encourages investors to recruit local labour having been trained by vocational schools in the province. In case the local labours recruited without being trained or having inapropriate working skill and if the investors require their further training or retraining in vocational training schools of the province, they will be supported as follows:
+ Projects have a regular use of over 50 labours shall be supported with 50% of the total training cost but not proceed VND 1 million/person/course.
+ Projects have a regular use of 20 to 50 labours will be supported with 50% of total training cost but not more than VND 700 thousand/person/course.
Finance source of the support will be extracted from the province’s annual training budget and will be transfered to the vocational training schools.
e. Support to advertisement cost.
- Enterprises in Vung Ang Economic Zone and provincal Industrial Zones will be reduced 50% of advertisement cost on Ha Tinh provincal mass media (newspaper and Television) for a new product within 1 year (no more than 10 times on each mean of media from the first advertisement). Maximum area for an advertisement on a newspaper is one fourth of a page. The duration for an advertisement broadacasted on TV or radio is not more than 1 and a half minutes each time.
The source of the support shall be extracted from the province’s state budget (for investment promotion) directly to the media stations that publish or broadcast the advertisement, basing on actual advertisement and in accordance with the existing regulations.
a. Investment incentive policies:
- Enterprises shall enjoy an enterprise income tax rate of 10% for 15 years from the date of starting business operation, shall be exempted from enterprise income tax for 04 years after their taxable incomes are generated, and be reduced 50% of payable tax amount for 9 subsequent years.
During business operation, after striking the balance with the tax agencies, if the business suffers from a loss, they will be entitled to transfer such loss to the following years, which will be deducted from their taxable incomes. The durarion eligle for loss transfer shall not exeed 5 years.
- Tax payers (enterprises) shall be exempted from importing tax for 05 years from the beginning of their production, applied to imported materials, components and semi-finished products which cannot be produced domestically.
- Individuals (both Vietnamese and foreingers) working in Vung Ang Economic Zone shall enjoy 50% reduction of individual income tax, applied to both regular and irregular incomes.
- Projects on hi-tech fields that meet requirement as stated in Clause 2, Article 5 of Hi-tech zone Regulation promulgated in accordance with the Decree No. 99/2003/ND-CP dated August 28th 2003 by Vietnamese Government shall enjoy the enterprise income tax rate of 10% for entire duration of project implementation. These projects include:
+ Information technology, communications, informatics software technology;
+ Biologic technology applied in agriculture, aquiculture and heathcare.
+ Microelectronics technology, accurate mechanics, electro-mechanics, electro-optics and automation;
+ New material technology, nano technology;
+ Environmental technology and new energy technology;
+ Other special technologies prescribed by competent authorities.
- Projects on infrastructure BO operated in Free Trade zone, Vung Ang port, Son Duong port and projects at big scale and of great significance to the development of an industry, a sector or the socio-economy of a region or the whole nation, and simultaneously meet one of the following requirements shall be proposed by the Provincal People's Committee to the Prime Minister for consideration of being offered enterprise income tax rate of 10% for entire duration of the project implementation.
+ Having total investment capital of USD 70 million and over.
+ Using at least 1,500 workers.
+ Having direct export turnover of at least USD 70 million per year.
b. Support to land leasing and land using fee.
Apart from support to land leasing and land using fee mentioned in the part of General Incentives, projects in Vung Ang Economic Zone have to pay land rental of 0,40% of current land leasing price of the alloted land, the leasing price of which shall be published anually by the Provincal People's Committee in accordance with the Law on Land year 2003.
a. Policies on tax.
- Projects on fields and sectors that are encouraged to invest shall be exempted from enterprise income tax for 02 years after their taxable incomes generated, and be reduced 50% of payable tax amount for 3 subsequent years. (Preferential tax rate of 20% will be applied for 10 years).
- Projects in the area with especially difficult socio-economic conditions shall be exempted from enterprise income tax for 02 years after their taxable incomes generated, and be reduced 50% of payable tax amount for 08 subsequent years. (Preferential tax rate of 15% will be applied for 12 years).
- Projects on encouraged fields in the area with difficult socio-economic conditions shall be exempted from enterprise income tax for 03 years after their taxable incomes are generated, and be reduced 50% of payable tax amount for 07 subsequent years. (Preferential tax rate of 15% will be applied for 12 years).
- Projects on encouraged fields in the area with especially difficult socio-economic conditions shall be exempted from enterprise income tax for 04 years after their taxable incomes are generated, and be reduced 50% of payable tax amount for 07 subsequent years. (Preferential tax rate of 10% will be applied for 15 years).
b. Support to land leasing rental and land using fee.
Apart from support to land leasing and land using fee mentioned in the part of General Incentives, projects invested in Industrial Zones shall enjoy land rental of 0,50% of current land price for the alloted land, the land leasing price of which shall be published annually by the Provincial People’s Commitee in accordance with the Law on Land 2003.
